Non free spinning vehicle wheels

Is there a simple way to do this? I've coded a bulldozer, and I'd like the wheels to move only in proportion to the applied "engine" torque. Currently, when driving down slopes the vehicle will roll too quickly, when it should be slowed by the engine/transmission resistance.

No. I'm using Truevision, so it's the older version.
