oxNewton is a old engine made by me under pascal delphi, and it use GLScene 3d engine.
It is pretty old now, and I have halt to use GLScene for some personal reasons and limitation.
It is surely possible to find some old versions on the web for delphi or lazarus ide, no idea.

Currently oxNewton is remake under c++ and use ogre3d for the 3d engine, and I have a other version that use pure GL 4 for test...
Currently nothing is public about oxNewton under c++.
The reason is because I have need to rewrite all under c++ & newton have change a lot in the same time.
I don't have get the time for test all parts and make a public version.
Maybe soon in one or two months...

In the moment I use my free times for do some tests under Android with Newton 3.13.
